Jeff Carter serves as Dossia's Vice President of Sales & Business Development and is responsible for Dossia's sales, channel and strategic alliance functions. Jeff brings to Dossia a wealth of experience in developing sales infrastructure and executing focused, go-to-market strategies for complex sales cycles which inherently require the orchestration of multiple constituents, channel partners and purchasing audiences.

A veteran of the healthcare and human capital solutions sectors, Jeff has held executive sales and marketing roles with insurance, technology and outsourcing providers in the health and benefits industry for more than 20 years.

Jeff Carter has led national sales teams, developed key strategic partnerships and managed a variety of high-visibility global outsourcing transactions across a multitude of disparate verticals and disciplines within the human capital space. Key client and channel experiences include:3M, Whirlpool, IBM, HP, GE, GAP, Accenture, Qwest, Federal Express, Visa, Arinso, Mercer, Deloitte, Target Stores, Manpower, Tufts, National Steel, Overnight Transportation, Humana and Kaiser.

Most recently, Jeff led Business Development & Strategic Alliances for Saba Software in North America, the largest learning (LMS) and people management solutions provider in the world. Prior to Saba, Jeff served as Senior Director, Global Business Development for human capital software provider, Vurv Technology, where he managed and developed key relationships with global alliance partners.

As Senior Director, Business Development at Convergys, Jeff led multiple $125M+ sales pursuits and directed global teams of internal and external resources to develop profitable, multi-tiered HR outsourcing transactions that delivered measurable value to companies like Whirlpool and GE. While at ProAct Technologies, Jeff served as a Vice President of Product Development for SaaS-deployed health and welfare products and as National Vice President of eHealth Sales. At ProAct, Jeff was instrumental in the sale and development of some of the first multi-constituent, content-driven portals for the healthcare industry, deployed by thought leaders like Humana and Tufts Health Plan.

Jeff began his career with The Travelers as a marketing analyst in New York City, later becoming Vice President of Sales & Marketing for The Travelers TPA / UnitedHealth Group and has held senior sales and marketing positions with ADP and HealthNet. Jeff holds a Bachelors Science from Penn State University and is a 1987 University Scholar graduate of the Schreyer Honors College at State College, PA.
